Skill Training Programs

As most of the residents of Payatas live below the NCR Poverty Line and Food Poverty Line, the Foundation has come up with a livelihood program that will provide the residents with an opportunity to improve their living.

Educational Programs

In the Foundation’s continuous effort to help the out-of-school youth and adult in Barangay Payatas especially around the landfill facility, the Foundation coordinated with Commonwealth Elementary School for the implementation of the         Balik-Paaralan para sa Out-of-School Adult (BP-OSA).It is aimed at providing Out-of-School adults age 14 and above with an alternative way of completing the 10 years of basic education. BP-OSA is an Accreditation and Equivalency program for elementary/secondary level that is conducted at Payatas Operations Group (POG) Activity Center and/or at Commonwealth Elementary School (CES). The learning sessions which will last for 10 months, are conducted during Saturdays, with home tutorial for those who are lagging behind their lessons, with the use of Alternative Learning System (ALS) curriculum and learning materials.

House / Shelter Programs

Sixty Percent (60%) of residents in Payatas are informal dwellers, more commonly known as “squatters”. They are occupying some 700 hectares of private and government lands, except that of the National Government Complex (NGC).  The CMP (Community Mortgage Program) is being utilized as a means for barangay residents to the buy the land they have been occupying from legitimate landowners.

But not all residents have the means to have their own land that is why a lot of them are still “squatters”. The Foundation is very sensitive to these needs of many Payatas Residents. To help them with these, the Foundation has coordinated with Gawad Kalinga to provide these people with a shelter that is conducive for living.

Sports Development Program

The Foundation believes that poverty suppresses the capability of every one to explore their God-given talent, and limits them to use those gifts to contribute to their society. This is very evident to a lot of poor kids in Payatas. Instead of going to school, these kids, at their early age, are being obliged to work to support their basic needs. Many of them are even risking their lives just to be able to earn money for themselves.

There are a lot of “Jumper Boys”, or those who jump up of the dump trucks to look for something that they can sell, or even eat. This is such a dangerous job as there are already a lot of cases of Jumper Boys who died in an accident caused by this risky job. In order to address this concern of the poor in Payatas, the Foundation has organized the “Payatas Pasaway” Street Soccer Team under its Project LIFE PLUS’ Sports Development Program. The team is composed of children aged 7-11 who are former jumper boys. It is organized to help these kids stop from scavenging on top of the garbage trucks to put them away from danger, and to develop in them the virtues of discipline, courage, fair play and sportsmanship. The team is recognized by the Office of the Vice-Mayor, Hon. Joy Belmonte-Alimurung and the Urban Opportunities for Change Foundation as part of their Street Soccer Shelter for Change Program, and players are being trained to participate in the Homeless World Cup Team Philippines.

Environmental Awareness & Protection Program

Payatas, being the home of the Quezon City Waste Disposal Facility, has a big impact on environmental issues. However, a lot of promising and innovative programs in achieving environmental improvements has been implemented by the Quezon City Government together with IPM Environmental Services, Inc. (IPM-ESI). Payatas has now been transformed from a mere mound of garbage to a Controlled Facility.

The Foundation is one with the Government and IPM-ESI’s mission of sustaining a green environment throughout Payatas.  It has programs that is focused on environmental health, resource recovery and cost effectiveness. Some projects have been laid out by the Foundation in support of its environmental awareness program.
